Armies and local police, as well as authorized and unauthorized private paramilitaries, are significant to any rebellion. Short of that, the threat of force, violence, and intimidation have been major factors in the breakdown of democracy worldwide as well as the breakdown of state and local democratic government in the U.S. We examine the extent of current problems, the roles of both public and private armed organizations, their potential for violence, and the breakdown of democratic regimes.
